For Better Hearing and Speech Month (BHSM), we are pleased to share some resources to help your schools develop a Response to Intervention (RTI) model for Kindergarten language services.
Our team uses data from the research-backed Kindergarten Language Benchmark Assessment to guide the RTI process. The KLBA can be administered 3x per year, along with other reading decoding RTI tools (e.g. DIBELS, AIMSWEB) in order to measure growth in underlying language skills correlated to future reading comprehension success.
Our school team provides Tier 2 services to children who score in the bottom 25% on the KLBA. Once a student moves to Tier 2, here is a form that our team uses to keep data: RTI Planning Form Tier 2
Under Tier 2, all the students in the group share the same goal. Therefore, there is only one data form for the group. Under law, a parent does not need to give permission for a child to receive Tier 2 services. However, informing parents about services is still advised. Here is a form that shows how we have done this: Tier 2 Parent Information Letter
Once a student moves to a Tier 3 discussion, parents should be invited to an RTI team meeting to discuss the student's progress and create an individualized plan. To collect Tier 3 data, each student needs their own data form. Here is a form for you to use: RTI Planning Form Tier 3
As a rule of thumb, if the team predicts that a student will need continued Tier 3, individualized-instruction long term (more than a few months) in order to continue making progress, it is advisable to open a special education evaluation.
Here are links to more information on how universal language benchmarking can be used to:
- Guide the RTI Process
- Differentiate Language Differences (English Language Learner) from Language Impairments
- Evaluate the Effectiveness of Early Language Instruction
- Monitor Individual Student Progress and Write SMART IEP Language Updates
